Why ICBI is building this
As Colorado’s statewide backbone, MBSK Colorado connects programs, partners, and communities so young people can thrive across the life course. Colorado has many resources, yet gaps persist when systems stay fragmented.
Today, many organizations still rely on disconnected systems, siloed spreadsheets, and duplicative data entry—making it harder to see who is being served, what is working, and where support is needed next. Engage Platform is ICBI’s answer: secure technology and data capacity that help partners coordinate without losing ownership of their work.

What Engage Platform does
Engage brings partner workflows into one system—from intake through service delivery and reporting—so authorized teams support the same young person with shared context instead of conflicting records.

Example: one youth, many supports
A young person in a mentoring program also receives school-linked counseling. With appropriate consent, an authorized partner can see mentoring progress, attendance patterns, and behavioral health visits in one place—reducing handoffs that get lost between systems and helping teams act before a young person falls through the cracks.

Technology
Engage delivers a modern desktop and web experience for partner staff and constituents. Each organization works on a dedicated system of record for its own data—not a shared multi-tenant database where unrelated agencies commingle records.
Core components include Horizon (staff), MyHub (constituents), and secure integration gateways. Architecture and security controls are reviewed with MBSK Colorado’s technology leadership.
Privacy and compliance
Engage Platform is designed to support organizations that handle regulated data—including data that may be subject to HIPAA (health information) and FERPA (education records). Whether and how those laws apply depends on your organization’s role, the data you collect, and the agreements you execute with MBSK Colorado.
When a partner’s use of the platform involves protected health information (PHI), the parties execute a Business Associate Agreement (BAA) before PHI is stored or processed. The BAA governs HIPAA-specific obligations—including permitted uses, safeguards, and breach reporting—under a shared-responsibility model: MBSK Colorado implements and maintains reasonable safeguards within the portions of the environment it manages; your organization implements safeguards for its workforce practices, access decisions, endpoints, and program workflows.
MBSK Colorado does not certify any partner’s compliance with HIPAA, FERPA, PCI-DSS, or other regulatory frameworks. Each organization is responsible for determining what laws apply to its operations and for obtaining any required consents or authorizations from its users and participants.

Engage Platform is intentionally being built and tested in phases. We prioritize real-world partner workflows over all-in-one configuration tools at launch.

What makes Engage different from other systems?
Most tools optimize for a single sector—health, education, or case management alone. Engage connects multiple service domains in one platform so partners can measure life-course impact over time with consent-based coordination, not duplicate data entry in disconnected systems.
What is the difference between Engage Platform and the Horizon app?
Engage Platform is the full partner infrastructure (modules, data stores, integrations). Horizon is the staff-facing application partners use day to day within that platform.
Is Engage Platform HIPAA-compliant?
HIPAA compliance is not a product label—it is an ongoing obligation shared between your organization and the technology providers you work with. Engage Platform is designed to support partners who handle protected health information (PHI) by providing technical safeguards such as encryption in transit, role-based access controls, and organization-scoped data stores. When PHI is in scope, MBSK Colorado and your organization execute a Business Associate Agreement (BAA) that governs how PHI is used, protected, and reported—consistent with the HIPAA Privacy and Security Rules.
Your organization remains responsible for its own workforce policies, access decisions, endpoint security, consent management, and determining whether HIPAA applies to its programs. MBSK Colorado does not independently certify any organization’s HIPAA compliance.

Can my school or education partner use Engage Instruct?
Engage Instruct supports K–12 student information workflows including enrollment, academic records, and education-linked outcomes. Education records are generally protected by the Family Educational Rights and Privacy Act (FERPA), which places compliance obligations on the educational agency or institution—not on the technology vendor.
If your organization collects or maintains student education records through Engage, you are responsible for determining whether FERPA applies, designating Engage as a service used under the “school official” exception or obtaining appropriate consent, and providing required annual notices to families. MBSK Colorado will work with your organization to execute any required data-sharing or data-protection agreements and to configure access controls that support your FERPA obligations.
MBSK Colorado does not certify FERPA compliance on behalf of any educational institution or partner.
Who owns the data?
Your organization retains ownership of its data. Under MBSK Colorado’s partner agreements, “Organization Data”—including records, content, and information provided by or on behalf of your organization or its users—remains the property of the partner organization.
MBSK Colorado uses Organization Data solely to perform the services described in your agreement and does not sell, rent, or trade partner data. Upon termination, MBSK Colorado will coordinate a reasonable offboarding process including data export and access transition, consistent with the terms of your agreement.
Where protected health information (PHI) is in scope, the executed Business Associate Agreement (BAA) governs return or destruction of PHI upon termination.
Are all modules available today?
No. Engage Care is in active pilot; other modules are beta or early access as labeled above. Capabilities expand with each pilot cohort based on partner workflows.
